Second chance for inmates measure meets committee approval

Lawmakers revisited a measure today, for the second year in a row, seeking redemption in the work place for those who leave incarceration and return to society—with some restrictions.

Senate Bill 105, by Sen. Pat Steadman, D-Denver, says a defendant facing trial must be informed in writing of possible ‘collateral consequences’ that a guilty conviction would likely impose with re-entry into society.

Additionally, the bill allows the court to issue a ‘certificate of rehabilitation’, thereby removing workplace restrictions, along with provisions for those convicted of petty and municipal offenses to have their court records sealed.

“This bill removes an impediment someone has for getting a job,” Steadman told the Senate Judiciary Committee.

The measure passed unanimously and is now on its way to the Senate Finance Committee for consideration.
